this actually depends a lot on whether you are playing a tournament or cash game...in tourneys you have to look for a spot where you think you think you are ahead of his range and get your money in or you will blinds out...this is why aggression is so important in tournaments.
 
cash games though i have heard many good players say you should, as a general rule, play the opposite of the way your opponents are playing....basically what solar and deiyuo said about trapping and waiting to make a big hand because most of these guys will not be able to back off the accelerator.

I agree, don't "counter" but find your own way of being "tight-aggressive"..by changing your style to fit theirs you are falling right into their trap.  they want you to be aggressive too and make bad aggressive plays like calling their huge bets with 2nd best etc.. patience is the key in my opinion and fold, fold fold...recognize your position and let it work for you.  raise pots in late positions, one or two away from the button.  if reraised then consider your strength and have the discipline to fold if need be.  see as many cheap flops as possible with mid poket pairs and suited connectors to attack them when you hit.  good luck!

You don't "counter", I tried this the other day and lost my ass.  You just recognize the "agros" as i call them and trap them.  Or you can outplay them but this is dangerous as you never know what the hell they have and they don't give up bluffing until the river.
 
They are pestering little bitches though.
